£681 Million Oxfordshire Homecare Tender Now Open
Oxfordshire County Council has launched the Staying Well At Home Open Framework, creating a major opportunity for homecare providers looking to deliver services across Oxfordshire.
The framework has an estimated value of £681 million excluding VAT and will cover the delivery of:
Homecare services
Discharge to Assess support
Reablement services
Oxfordshire has been divided into five operational zones, with providers permitted to apply for a maximum of two zones during the initial procurement. The Council will use a two-tier model, with Tier 1 providers delivering the majority of care packages and Tier 2 providers providing additional, contingency and overflow capacity.
A Two-Stage Application Process
The procurement will be completed in two stages:
Stage 1 – Invitation to Participate: Providers must demonstrate that they meet the Council’s eligibility and participation requirements.
Stage 2 – Invitation to Tender: Only organisations that successfully pass Stage 1 will be invited to submit full quality and social value responses.
The Stage 1 deadline is 12 noon on 29 July 2026, leaving providers with a limited period in which to review the requirements and prepare their submission. The enquiry deadline is even earlier, at 5.30pm on 22 July 2026.
Successful services are expected to commence from 1 April 2027, with the open framework potentially operating until March 2035.
